SAC BYLAWS
ARTICLE I - Name of Organization
This organization shall be known as the William Frangus Elementary
School Advisory Council (SAC).
ARTICLE II - Purpose and Function
The purpose of this SAC shall be:
" To assist in the preparation, implementation and evaluation
of the school improvement plan required pursuant to Florida Law.
" To provide a link between the school and the local community.
" To provide a mechanism for participatory management and
shared decision-making which benefits the school and student outcomes.
" To assist, suggest, recommend, inform and consult.
" To perform functions as prescribed by the regulations of
the school board, however, it shall not have any of the powers and
duties reserved by the law to the school board.
ARTICLE III - Representation
and Membership
The SAC shall be composed of teachers, parents and other citizens
of the school community and shall be representative of the ethnic,
racial and economic diversity of the community served (see amendment**).
The membership will be elected from a list of nominees submitted
by the school. The principal and assistant principal, if one is
available, of the school shall also serve as a member of the council.
A majority (50% plus one) of the members of this school advisory
council must be persons who are not employees of the school.
William Frangus Elementary School is situated in west Orange County
at 380 Killington Way. It is located in the Winter Hill sub-division,
which is off of Old Winter Garden Road. The school opened in August
of 1992. The population consists of students in kindergarten through
fifth grade. It also serves students from several schools in the
self-contained language and resource language programs. The school
population represents approximately twenty different home languages
and twelve different native languages.
**Representation and Membership Amendment** as of 6/27/02: The
SAC shall replace members who have two or more unexcused consecutive
absences. Unexcused absences shall be defined as: no show, and no
notification of absence before scheduled meeting or after absence.
ARTICLE IV - Officers
The council at the last meeting of the school year shall elect
a chairperson for the following school year. The council shall also
elect a secretary by the second meeting of the school year. In the
event of the absence of the chairperson, the secretary will run
the meeting.
ARTICLE V - Committees
Committees shall be staffed on a voluntary basis. The chairperson
shall have the authority to appoint committee members, if necessary.
ARTICLE VI - Tenure
The term of service for each elected officer shall be one year.
No officer may serve in the same elected position for more than
two consecutive terms (see amendment**). The term of service for
general membership shall be yearly and voluntary.
In the event that the chairperson is unable to complete his/her
term of office, the secretary will fill the vacancy. Nominations
will then be made to fill the secretary's position and voting will
take place, as specified in Article VIII. In the event that a member
of the council is unable to complete his/her term of membership,
a replacement member will be found who will maintain the ethnic,
racial and economic diversity of the original council. The replacements
shall be for the remainder of the term of the original officer/member.
**Tenure Amendment** as of 5/14/98: In the event that no one accepts
nomination for a position, the person currently holding that position
may choose to continue in office for an additional term.
ARTICLE VII - Meetings
Meetings shall be held beginning in August and continuing monthly
throughout the school year with exception of months when school
is not in session. Dates and times shall be determined at the August
meeting. However, all meetings will be held at times most convenient
to the members.
If a change in the meeting date is necessary, the principal and
chairperson shall authorize the change, and shall notify council
members of the amended date at least fourteen days in advance of
said meeting.
Committees will meet on an "as needed" basis.
The secretary will record the minutes of each meeting (see amendment**).
**Meetings Amendment** as of 6/27/02: The SAC shall have a recording
of minutes at each meeting by the secretary or chairperson in absence
of the secretary. The approved minutes shall be submitted to the
district so they may be maintained for any auditors who want to
look at them.
ARTICLE VIII - Voting Procedures
All SAC members shall have voting privileges. The chairperson,
however, shall vote only in the event of a tie.
In order to take formal action a quorum must be present. For the
purposes of this organization, a quorum shall be defined as a majority
of the members. Majority shall be defined as fifty percent plus
one.
**Voting Procedures Amendment** as of 6/27/02: The School Advisory
Council (SAC) shall require a 3-day advance notice of items scheduled
to come before the SAC for a vote.
ARTICLE IX - Amendments
The council shall consider amendments to the bylaws. Amendments
shall be ratified after a majority vote, according to the voting
procedures outlined above.
